Can Blacklight be “fine” art?

Why isn’t “blacklight art” considered “fine art”?  Is blacklight art only for hippies?  Is blacklight dangerous? Let’s consult Wiki for a few facts:  So UV-A light, mostly known at parties and head shops does NOT require safety glasses.  Eye-safe Ultraviolet LED arrays of 395 nanometer variety (UV-A) are now available.  These LED’s are widely used in industry for curing print coatings, resins, and even your teeth.  I don’t think I would sunbathe under a blacklight but I’m definitely not wearing safety goggles to a blacklight party!
